The Marin County Community Development Agency (CDA) received an application for the development of 29 single-family homes at 7 Mount Lassen Drive, in the unincorporated Lucas Valley area of San Rafael.
Haven Development proposes to build 23 market-rate single-family homes and six affordable single-family homes. The affordable homes are aimed at households with incomes between approximately $84,000 and $251,950, or 50% to 150% of the area median income for a three-person household in Marin County.
The application, received on October 15, is undergoing a review for completeness by multiple agencies. By state law, this review can take no longer than 30 days. If deemed incomplete, the developer will receive notice and have an opportunity to resubmit for another completeness review. Once deemed complete, the application undergoes a 60-day Housing Compliance Review as required by the state. During that time, an online webinar will be held by CDA to present details about the project to the community. Once the application receives final CDA approval, the applicant can apply for building permits.
The site was included in the County’s recently adopted Housing Element. The inclusion of a development of this nature in the County housing plan means that an environmental review has already been conducted and further review is not required.
“There’s a need for housing at all income levels in Marin County,” said CDA Director Sarah Jones. “The County will review this application carefully against state and local laws and requirements. We’ve heard a lot of important perspectives from Lucas Valley residents as we’ve planned for more housing and look forward to hearing more now that we have a full proposal.”
