There’s nothing wrong with California that a good dose of Milton Friedman couldn’t fix. Take homelessness, for example.

In the last five years California spent $24 billion homelessness and the problem increased. And, due to improper follow-up, the state doesn’t know precisely what worked and what didn’t.
