Today, the 2024-2025 Marin County Civil Grand Jury (Grand Jury) released a report titled “Uncuffed and Unemployed: There is Work to be Done.”
The Marin County Jail (County Jail) processes approximately 7,100 arrests annually, with an average daily incarceration of 250 individuals within its 325-bed capacity. Each month, approximately 440 people are released back into Marin County. Recognizing the importance of post-incarceration employment, the Grand Jury investigated job readiness support for these individuals.
Release from jail does not guarantee lasting freedom; lacking a job can quickly lead to re-arrest. Professional and coordinated employment support is crucial for successful reintegration, preventing a cycle of incarceration. Equipping formerly incarcerated people for the job market offers significant benefits to Marin County. Employment fosters self-respect and purpose, strengthens communities, and reduces recidivism. Each person who secures employment and avoids reincarceration potentially saves the County of Marin $133,000 annually, the average cost per inmate. While dedicated professionals within and outside of County Jail offer some assistance, the Grand Jury found a lack of coordination in these efforts and resources. Feedback from the recently released and their support networks highlights that effective job preparation is vital for successful reentry. Still, the County of Marin’s services fall short in achieving tangible employment outcomes.
