
Today, the 2024-2025 Marin County Civil Grand Jury (Grand Jury) released a report titled “One Hand to Shake — Follow-up to the 2023-2024 Grand Jury Report ‘Cyber Preparedness: Are We There Yet?’”
The 2023-2024 Marin County Civil Grand Jury released its cyber preparedness report on May 7, 2024, examining how various Marin agencies were improving their cybersecurity to combat evolving technological threats and secure online content from cybercriminals. The report also detailed existing cybersecurity practices and systems.
Since the 2024 report was released, more than two Marin agencies have faced cyberattacks. In July 2024, cyber thieves stole $950,000 from the Marin Housing Authority, none of which has been recovered to date. Then, in March 2025, hackers launched over 190,000 attempts to compromise staff password access to the City of Sausalito’s website in less than 24 hours. The Grand Jury’s interviews also uncovered two additional cyberattacks since May 2024.
In this report, the Grand Jury analyzes the County of Marin’s responses to the 2023-2024 Grand Jury’s recommendations. In addition, the Grand Jury provides six new recommendations to enhance and strengthen the cybersecurity of Marin’s public agencies.
