A pedestrian was hit by a car on Canal Street about 6:45 p.m. Monday (Feb. 28). The driver of the car left the scene. San Rafael police said Hector Abel Vasquez Mendez, 29, turned himself in Tuesday night, 24 hours after the crime. Police booked Vasquez Mendez into the Marin County Jail on a felony hit-and-run.
