
San Rafael police responding to a report of an armed carjacking last month stopped a man and handcuffed him at gunpoint. It turned out the man was not involved. He was driving a similar car.
The incident resulted in the city apologizing to Karl Bracy, who is Black, and invited him to participate in a “session of healing, mutual understanding and restorative justice.”
Meanwhile, police have arrested Daisy Elizabeth Rodriguez, 23, of San Rafael, and David Mata Alvarado, 25, of Novato with the carjacking incident. Police are seeking another man who remains at large.
Bracy has hired an attorney and filed a claim against the city.
