The Marin County Community Development Agency (CDA) has received an application for the development of 125 all-affordable multifamily housing units at the site of Marinwood Plaza, just west of Highway 101.
Marinwood Propco, L.P., in agreement with Tableau Development Co., submitted the application for the development, which would be available to households with incomes that range from 30% to 70% of the area median income.
The application will undergo a Housing Compliance Review, evaluating for compliance and completeness by multiple agencies. This first step can take as little as 60 days if the application is complete, or several months if the application is incomplete. Once CDA staff deems the application complete, the next step is for the application to undergo a 60-day compliance review, as required by the state. During this time, a public online workshop will be held to present details about the project. When the application receives final approval, the applicant can apply for building permits and inspections.
The project was included in the County’s recently adopted housing plan that determines specific locations for new housing, including affordable housing. The inclusion of a development of this nature in the County housing plan means that an environmental review has already been conducted and further review is not required.
“By adding affordable housing in a location near services and amenities, this proposed development will use resources efficiently, and helps to meet our commitment to fair housing and addresses disparities that have occurred from past housing decisions,” said CDA Director Sarah Jones. “It will be a great opportunity for some of Marin’s workforce to live near their jobs.”
Work is underway to clean up from past use of the property. The site, at the corner of Miller Creek Road and Marinwood Avenue in an unincorporated area north of San Rafael, is undergoing remediation of materials that were the result of a former onsite dry cleaner dumping chemicals. The San Francisco Bay Area Regional Water Quality Control Board is overseeing the cleanup and has set a deadline forremediation by 2027.
“We know that some in the Marinwood area may be concerned by this application,” Jones added, “but the County’s role is to create affordable housing that supports health and safety, while being sensitive to environmental and community resources and the views of residents. We’ll seek to meet those in evaluating this project.”
