Living under Highway 101 in San Rafael has caused a homeless man to have hearing loss.
James Hellard, 49, lives under the highway as it is a city-sanctioned place for the homeless to camp. That amounts to San Rafael “forcing” him to live under the noisy thoroughfare, his suit alleges. Hellard seeks monetary relief.
