Well, Ick: A woman took a dump outside within 10 feet of restaurant customers eating. Police talked to the woman and told her of the complaint. She said she was sorry but she wasn’t feeling well and next time she will “crap in her pants.” Not quite the answer police were hoping for.
Indecent Exposure: A man at the Dunphy Park homeless encampment was reported walking around naked as a jaybird. He would periodically do a dance and touch his wee willy. The police located the man, who was then wearing clothes, and told him to stay that way.
Voted Out: Police were again dispatched to the Dunphy homeless encampment to deal with a person, possibly the same person above, yelling and screaming. Apparently, it is an everyday occurrence. As a result of the incident, that person was “voted out” of the encampment.
Rules Man: A citizen called the police to say that a restaurant on Bridgeway had their tables too close together, violating COVID-19 rules. Police checked it out and found the citizen was wrong. Tables were spaced appropriately.
Yeller: A man sat on the ground on Anchor Street yelling at the sky and cussing at people who looked at him. Police checked it out and found the man was wanted on a warrant. He was arrested.
Peeping Tom: A citizen called police on May 7 when a peeping tom peeped into a bedroom window on Harbor Drive.
San Rafael
Assault: A San Rafael man was jailed on suspicion of assault with a deadly weapon on Monday, May 10. He is accused of hitting a security guard at a grocery store. Steven Anthony Ramirez, 59, allegedly entered the store without a mask and caused a ruckus. He then hit the guard with a tree branch.
Murder: On Monday, May 3, at about 11:50 p.m., the San Rafael Police Department received a 911 call from a man who said that he was on Windward Way in San Rafael and saw a person that appeared to have been shot and that person was unresponsive and lying on the ground.
SRPD Units responded to the area and found a 23-year-old Wilmer Gonzalez Velasquez, dead next to a vehicle. It appeared Velasquez had been shot at least once.
Detectives were called in and learned Velasquez was in a vehicle on Windward Way with two other people. Velasquez was in the right front passenger seat and the suspect, Jeffrey Osmaldo Aguirre, a 19-year-old resident of Novato, was seated directly behind Velasquez in the right rear of the vehicle. While the vehicle was in motion, the driver of the vehicle heard a loud bang and immediately pulled to the right curb of Windward Way. He saw that Velasquez had been shot allegedly by Aguirre and was asked by Aguirre to help him. The driver refused to help and was threatened by Aguirre but was able to get out of the car and run from the area. Aguirre fled the area in an unknown direction.
Detectives arrested the suspect in Richmond and booked in the Marin County Jail.
Sex Offender: On Thursday, April 22, at about 4 p.m. the San Rafael Police Department received a call from a State Parole Agent regarding a person who was under his supervision. The agent reported that the suspect, Willie Clinton-Jones, is a convicted sex offender who is monitored via GPS. Clinton-Jones is prohibited from entering any schools, parks, or playgrounds as a condition of his parole. The Parole Agent told San Rafael Police Dispatchers that Clinton-Jones had entered the San Rafael High School Campus. The agent was monitoring Clinton-Jones’ movements and gave updates regarding his location.
Officers responded to the area and were advised that Clinton-Jones was near a specific business at Montecito Plaza. When the first officer arrived, he was immediately contacted by an employee of a nearby business. The employee reported that a man had just exposed himself to her.
Additional investigation revealed that when Clinton-Jones was initially on the high school campus he inappropriately touched a female student. From there he went to the shopping center where he entered two separate businesses, exposed himself to female employees, and proceeded to masturbate.
Clinton-Jones was transported to the Marin County Jail where he was booked for indecent exposure, sexual battery, resisting arrest, and violation of parole.
