Sacramento pair arrested in Marin Elder Fraud Investigation

SACRAMENTO WOMEN ARRESTED IN CONNECTION WITH ALLEDGED ELDER FRAUD AND THEFT CASE.

On November 22, 2024, an 89-year-old Marin County resident reported that they were the victim of fraud. The victim reported they were contacted via telephone about a loved one who had recently been booked into jail on a felony DUI charge that resulted in injury to a pregnant woman. The caller was requesting cash to assist the loved one in bailing out of custody. The victim ultimately provided $19,000 in cash to a courier who arrived at the victim’s residence. The victim later learned their loved one had never been arrested or booked into jail.

On July 8, 2025, a 95-year-old Marin County resident reported that they had been a victim of a bail scam under nearly identical circumstances. In this case, the victim provided $16,000 in cash to a courier who arrived at their residence.

Marin County Sheriff’s Investigators were able to connect both cases together and tie them to a residence in Sacramento. On September 18, 2025, Sheriff’s Office Detectives served a search warrant on Corabel Lane in Sacramento in relation to these cases. Detectives developed probable cause to arrest Belkis Gutierrez, 35, Sacramento and Heydi Flores-Arias, 32 of Sacramento on each of these cases. Cash was seized from the residence in relation to this investigation. Detectives are working to determine where the cash came from and to identify additional victims. The Elk Grove Police Department assisted in this ongoing investigation.

Both Gutierrez and Flores-Arias were booked into Marin County Jail on Theft, Elder Abuse, and conspiracy related charges. They are being held without bail pending a court hearing.

The Sheriff’s Office would like to remind citizens of Marin County never to deliver cash to people willing to arrive at your residence. If someone calls about a loved one in jail, confirm with the facility that the person is in fact in custody. Additionally, no financial institution will ever send a courier to your residence to pick up cash. These are fraudulent cases and are becoming increasingly common in Marin County.
